Abstract
The problems discussed in this research is how the implementation of the policy in the civil service disciplinary Palu administration. Based on these problems, the purpose of this study is to investigate the implementation of the policy in the civil service disciplinary Palu administration, which viewed from the aspect of communication policy, resource policy, disposition policies and bureaucratic structure of the implementor.
This is a descriptive qualitative research that describes the implementation of public policy in the civil service disciplinary Palu administration. The unit of analysis in this study is the Head of BKD Palu, Secretary of BKD Palu, Head of Career Development BKD Palu, Division Head of Employe
e Reward and Development BKD Palu, BKD staff and a civil servant in Palu ever sanctioned punishment disciplines. The data was collected using interview techniques, observation and document review. Analysis of the data by performing data reduction, data display, conclusion and verification.
The results show the implementation of policy in the civil service disciplinary Palu administration in terms of communication already looks very good. This is evident from the delivery of good communication techniques, communication is done very clearly, and still maintain consistency in communication. In terms of its resources is relatively not so good. This was shown by the weakness lies in the aspect of resource authority has not stated clearly, although on the other aspects of human resources, information resources and resource facilities are fairly good. While in terms of disposition is relatively not so good. This is shown by the lack of incentives as a motivation given to the implementor, although on the other side of the disposition effect and solution of problems in the bureaucratic staff has been fairly good. For terms of the structure of the bureaucracy has been very good. It is seen from the availability of Standard Operational Procedure (SOP) and fragmentation is excellent.
