PERANAN PEMERINTAH KELURAHAN DALAM PEMBERDAYAAN MASYARAKAT DI KELURAHAN MENTIROTIKU KECAMATAN RANTEPAO KABUPATEN TORAJA UTARA

The economic condition of the people in Mentirotiku Village, especially in the Ba'lele
and Kondongan neighborhoods still classified as middle to lower class. This makes them
always depend on government through the program of mentoring the hopeful family,
house renovation, and the welfare rice program. Therefore, it takes the role of the
Mentirotiku Village Government in empowering the community to be more independent
and prosperous. The purpose of this study was to determine and analyze the Role of the
Mentirotiku Village Government in Community Empowerment in the Mentirotiku Village,
Rantepao District, North Toraja Regency.
This study apllied a qualitative descriptive method with a narrative study
approached. The data collected through interviews, observation, and document review.
There are two sources of data, primary data and secondary data. Primary data were
obtained through interviews with sixteen informants, observation, and documentation,
while secondary data was obtained from study materials of library materials. Data analysis
techniques used are data collection, data reduction, data display, and data verification.
The study showed that the role of the Mentirotiku Village Government in
empowering the human development aspect, never conducted a skills development
training program or outreach to the community. In the aspect of business development, the
Mentirotiku Village government has never provided assistance to the community. In the
aspect of environmental development, the Mentirotiku Urban Village Government always
coordinates with the community to protect and preserve the environment. In the aspect of
institutional development, the Mentirotiku Village Government created an institution that
manages the empowerment program but has not yet run optimally. Thus, it can be
suggested that in the aspect of human development, the Mentirotiku Village Government
needs to create an extension program or training activities. In the business development
aspect, the Mentirotiku Kelurahan government should provide assistance to the
community. In the aspect of environmental development, the Mentirotiku Village
Government is even more effective. In the institutional aspect, the Mentirotiku Village
government needs to conduct regular evaluation and monitoring.
