IDENTIFIKASI PROYEK PERUBAHAN PESERTA PENDIDIKAN DAN PELATIHAN KEPEMIMPINAN TINGKAT III DAN IV DI KABUPATEN PANGKEP

The competence built on leadership training is operational leadership, namely the ability to plan agency activities and lead the successful implementation of these activities. This is indicated by the ability to produce change projects so that they are accommodated in Law Number 23 of 2014 concerning Regional Government and Government Regulation Number 38 of 2017 concerning Regional Innovation.
The target of regional innovation was to improve public services, empowerment and community participation and increase regional competitiveness. The purpose of this study was to determine the type of innovation produced by ASN participants in the new pattern of leadership training in Pangkep Regency and the factors supporting or inhibiting innovation.
The study applied a descriptive-qualitative method. The data for the study was collected through interviews, observation, and document study. The results showed various types of innovations produced by leadership training participants, including process innovation, method innovation, relationship innovation, strategy innovation, mindset innovation, product innovation, and service innovation. These types of innovations were based on a book written by Djamaluddin Ancok. In order for this innovation to be sustainable it was recommended that this innovation got the leadership's support by incorporating it into the organization's regular activities and there was a form of appreciation for ASN who had succeeded in developing its innovation.
