IMPLEMENTASI KEBIJAKAN LINGKUNGAN HIDUP PEMERINTAH DAERAH KABUPATEN LUWU

The problem analysed in the study was about policy implementation. The objective of the study was to understand the implementation of environment policy of Luwu regency local government.
The study applied a survey method with descriptive-qualitative approach. The unit analysis was the agency for environment of Luwu regency. The data for the study were collected through interviews, observations, and document study. The data analysis procedures included data reduction, data displays, and conclusion making.
The results of the study showed that implementation of environment policy of Luwu regency local government in terms of (1) communication was effective involving and coordinating with related government agencies and general public through socialization in printed and electronic media; (2) the human resources was not optimal both in terms of quantity and quality in which there were only 17 employees with irrelevant education background; (3) disposition in terms of response to policy, cognition, and representation was good; and (4) coordination among implementing agencies and stakeholders were quite effective although the standard operational procedures were inadequate.
