IMPLEMENTASI KEBIJAKAN PENINGKATAN KUALITAS PERMUKIMAN KUMUH DI KELURAHAN JAYA KECAMATAN WATANG SAWITTO KABUPATEN PINRANG

The main problem investigated in this study how was the
implement of quality improvement policy for slums in Jaya Village,
Watang Sawitto Sub-District, Pinrang Regency. The objective of the
study was to understand how was of the implementation of the
Quality Improvement Policy for Slums in accordance with Public
Works and Public Housing (Pekerjaan Umum dan Perumahan
Rakyat/PUPR) Ministerial Regulation Policy Number 02/PRT/M/2016
concerning Quality Improvement of Slums Housing and Slums
Settlements.
The study applied a qualitative method. Data sources were
employees at the Public Works and Public Housing Office of Pinrang
Regency, employees of the Regional Planning and Development
Agency of Pinrang Regency, employees of Watang Sawitto Sub�District, employees of Jaya Village and the community. Data
collected through interviews, observation and document review.
The study showed that the implementation of the Quality
Improvement Policy for Slums has been going well, but there are still
some things that need to be addressed, including the Slums Housing
and Slums Settlement Criteria Factors, determining the criteria for
slum housing was not involve Civil Society Groups (Kelompok
Swadaya Masyarakat/KSM), Handling Planning Factors In making
the handling plan, it was not separate between short-term, medium�term and long-term handling planning. Furthermore, the role of the
community is not going well. Based on the description and analysis
of the data, it is concluded that the factors that influence the
implementation of the Quality Improvement Policy for Slum
Settlements in Jaya Village include the Criteria for Slum Housing and
Slum Settlements, Typology of Slum Housing and Slum Settlements,
Location Determination and treatment planning. Management
planning, sustainable management, partnership patterns, and
community roles still need improvement, especially increasing the
role of the community in all factors, especially in maintaining and
sustainably managing these slum settlements through the formation
and empowerment of Community Self-Help Groups (KSM), as well
as conducting minimal coordination meetings at last once every three
months.
