Abstract
The purpose of this study is to investigate the development of
technical competencies among cultural officers through classical training.
The selection of the Cultural Heritage Center Regional XIX is based on
government regulations that mandate the participation of all officers in
training. Therefore, it is essential to analyze whether the attended training
is capable of improving their competence and performance.
The research employs a qualitative methodology. The primary data
for this research is gathered through interviews, while secondary data is
obtained through document analysis. A total of 19 individuals as
informants for this study. The results of the interviews and document
analysis are subsequently processed, presented, interpreted, validated,
and conclusions are drawn.
The research findings indicate the following: Firstly, there is a lack
of planning for the development of competencies at the Cultural Heritage
Center Regional XIX. Competency development relies on invitations from
supervisory institutions. The analysis of technical competency gaps
(ranging from low to moderate qualifications) and performance gaps
(ranging from moderate to high qualifications) reveals that officers require
competency development. Secondly, the implementation of competency
development programs attended by officers demonstrates a low alignment
between the training curriculum and competency standards. While the
opportunity for 20 hours of instruction was fulfilled in the year 2021, only 6
officers fulfilled the requirement in 2022. Thirdly, the evaluation of
competency development indicates that the training has led to an
enhancement of competence, yet officers have not been able to complete
the proposed credit allocation list.
