Abstract
The objective of the study was to understand and analyse the public health centre management at Sombaopu public health centre of Gowa regency.
The study applied a descriptive method with qualitative approach. Informants of the study were those who related and understood the management of public health centre. These nine informants included head of the public health centre, head of the general affairs at the helath centre, six health centre staff resposible to managing the cumpolsory program, and one informant from the agency for health of Gowa regency. The data for the study were collected through in-depth interviews, observation, and document study.
The results of the study showed that the planning function (P1) of the health centre management was not optimal due to a number of problems including complicated planning system, lack of human resources understanding the public health centre management, and absent of standard perational procedures. This worsened by lack of refreshing training by the health agency to upgrade the staff skills on the new planning system. The organizing and actuating function (P2) of the health centre management was not optimal. Althugh each staff declared to have job description, document study could not verify the claim. Communication between head of health centre with the staff was well done through mini workshop every month. The monitoring and evaluation function (P3) of the health centre management through supervision and performance measurement by the health centre head was not optimal. Health centre performance evaluation using 18 minimal service standard indicators was not adequate to evaluate all programs/activities of the health centre. Feedback from the health agency of Gowa regency was also minimal.
