MANAJEMEN DANA BERGULIR PROGRAM NASIONAL PEMBERDAYAAN MASYARAKAT MANDIRI PERKOTAAN (PNPM-MP) PADA LEMBAGA KESWADAYAAN MASYARAKAT (LKM) KEMAS KELURAHAN MARICAYA SELATAN KOTA MAKASSAR

The problem analysed in the study was about the program management. The objective of the study was to understand the management of revolving funds in the national program of PNPM-MP at the self-supporting public agency (LKM) Kemas of South Maricaya of Makassar

The study applied a descriptive-qualitative method. The data for the study were collected through interviews to obtain data regarding the planning. organizing, actuating, and monitoring of the program. There were eight informants involved in the study

The results of the study showed that the planning functions of the program is running according to the existing mechanisms meaning that community got access to the activities involved in the planning process. Organizing function had run as a mechanism meaning the formation of LKM Kemas had involved community in RT/RW. Actuating function of the program was based on a determination letter of the LKM head Monitoring function performed by the people as the owner of the program and they were responsible to monitor and oversee the revolving fund activities It was suggested that mentoring should be done thoroughly at all stages of PNPM so that quality could be maintained and the program objectives could be achieved. LKM should be established in each TR/RW so that people could have representation. The implementation of the program should be checked directly in the field more intensively Supervision function should be performed in all stages so problems could be corrected early and prevention can be done
